Albany Update June 10, 2005
As the legislative session winds down…
Please note that there are only seven scheduled legislative days remaining in the 2005 legislative session. June 23rd should be the final day.
In recent years, because of the lack of a budget agreement, there was little opportunity for the legislature to focus on non-budget issues.
This year, with the budget in place, bills being debated are no longer tied to, or held hostage by the budget.
This end of session will also be the first held under new reforms. For example, new requirements on floor procedure will significantly slow the passage of bills by the legislature. Also, in the Assembly, the Rules Committee will now have open, public committee meetings. Previously, the Rules Committee functioned anonymously to control the flow of bills to the floor. This reform will significantly change the dynamics by which bills are tabled or moved to the floor for votes.
Although the budgets have been settled, much legislative work still remains to be done. New bills are likely to appear and be acted upon in a short period of time.
For this reason, please keep in touch with your lobbyist regarding any legislation about which you may be concerned.
