Albany Update

****JUST A REMINDER****
It is once again time for all our clients to file their Semi-Annual Reports with the NYS Temporary Commission on Lobbying. These forms, and instructions for filling them out, have been sent to your office. You can file your Semi-Annual Report by regular mail or electronically. The Lobby Commission charges each client $50 for filing. Reports are due on July 15th. There is a $25/per day late charge. If you need any assistance filling out these forms, please contact Lynn Warheit in our Albany Office.

BOLTON-ST. JOHNS has been involved in a number of successful lobbying activities in the 2005 legislative session:
  • We worked hard and were successful in getting landmark legislation passed in the labor sector. This legislation grants tax credits for the training and retention of security guards. This was a top priority in the aftermath of September 11.
  • Bolton-St. Johns was also instrumental in securing the passage of legislation that encourages energy conservation by granting an exemption from sales and compensating use tax for the sale of certain power generated by cooperative housing corporations, when the energy services produced are distributed to the tenants of the coop.
  • We were successful on getting both houses to pass legislation that will allow Monroe County to continue to collect an additional one percent sales tax through November 2007.
  • With the increase in the cost of gasoline, there has been a growing demand for alternative fuel and alternative fuel vehicles. Bolton-St. Johns lobbied to get legislation passed that will encourage the use of alternative fuel vehicles by granting a tax credit on the construction of clean-fuel re-fueling properties in New York State.
  • In order that the people of New York receive professional expertise when they are dealing with interior designers, Bolton-St. Johns was key in securing the passage of legislation in the Senate and the Assembly that will require that those people who use the title interior designer have met certain requirements.
Special Session?
Discussions continue between legislative leaders regarding a special session of the Legislature to address unresolved issues, including casinos and funding for nursing homes. The week of July 25th has been most frequently mentioned, but legislators have been requested to provide available times throughout the summer and into the fall.
