Albany Update January 6, 2006
Governor Pataki Delivers his Final State of the State Message
With his 12th and final State of the State message on Wednesday, Governor Pataki continued his transition from Governor of New York to Republican Presidential candidate. The speech, which the Governor claimed was aimed at New Yorkers, was really aimed at a national Republican audience. While reviewing his accomplishments over his three terms as governor, Mr. Pataki gave a speech that was full of national Republican themes. These include state income tax cuts, elimination of the state estate tax and property tax breaks for homeowners. The Governor ’s call for the end of state taxes on ethanol and bio-diesel renewable fuels was clearly aimed at corn farmers in Iowa.
The combination of the Governor’s national focus, his lame duck status and the concern of the state Senate Republican majority over the 2006 election cycle, should lead to an on-time budget this session.
After the Governor’s speech, Democratic Assembly Speaker Sheldon Silver agreed that there would be an on-time budget this year and called on the Governor to release his proposed budget next week, a week ahead of schedule. The Governor’s staff was not sure that they could meet that timetable.
